The main instigators of the downzoning effort are the same small group of people who tried to have Lanier Heights designated as an official Historic District several years ago. The LANIER CITIZENS ASSOCIATION was formed in 2008 in opposition to attempts to have Lanier Heights designated as an Historic District. This grassroots organization of neighbors successfully resisted the imposition of restrictions on homeowner rights by outside groups.

Now some of the same people who tried to impose Historic District designation on Lanier Heights are trying to impose zoning "reform" on the neighborhood. NEIGHBORS AGAINST DOWNZONING takes inspiration from the example of community action pioneered by the LCA in protecting homeowner rights.
